"Minnesota Music Teachers Association is exploring the possibility of putting our theory testing program online. We are in need of suggestions of what programs/applications to use for the following:
1. drag and drop notes into the staff - written part of exam
2. record themselves playing scales, clapping rhythms, playing sight-reading pieces for keyboard part of exam
Thanks for your suggestions!

Auralia and Musition from Rising software will allow staff notation, although it's not specifically drag and drop. You might also try flat.io and see if that could serve your needs.
For the recording, can you have them record into Audacity and submit the mp3 file(s)?

At Temple University, we do all of our theory placement exams online through Aurelia/Musition. We test incoming freshmen, transfer students, and incoming graduate students. We also use it for our online courses. My administrative assistant, Julia Alford, designed all of the tests and courses. You may contact her if you wish. She is not a member of SMT, but is willing to consult: mstchair@temple.edu (From Cynthia Folio, Chair of Music Studies at Temple University)
